A major new development has officially opened in East New York, delivering both vital city services and significant economic investment to the community surrounding Broadway Junction. Located at 2440 Fulton Street, the newly constructed 400,000-square-foot commercial building will serve as a consolidated hub for the New York City Human Resources Administration (HRA) and feature over 80,000 square feet of private-market retail space.
The project, developed by Marvel Architects, the Leser Group, and the New York City Economic Development Corporation (NYCEDC), brings more than 1,100 DSS-HRA employees under one roof and is expected to improve the delivery of services like Cash Assistance, SNAP, Medicaid, and Fair Fares. It is the largest-ever commercial building in the Broadway Junction area and represents a key part of the Adams administration’s CARE strategy (City Agencies Revitalizing the Economy), which aims to revitalize underserved neighborhoods by placing city offices and services in high-need areas.
“Today’s announcement brings us one step closer to making Broadway Junction a thriving hub for East Brooklyn, and the entire borough,” said Mayor Eric Adams. “With the opening of this 400,000 square-foot building at 2440 Fulton Street, we are bringing 1,100 Department of Social Services employees to offer services like Cash Assistance, SNAP, Medicaid, and Fair Fares and opening 80,000 square feet of retail space to bring good-paying jobs and quality retail options to the neighborhood. This announcement also delivers on our CARE pledge, first announced in 2022, to revitalize underserved neighborhoods with the strategic placement of city office space and services — leveraging our resources as an employer and driving growth in local economies. This is part of more than $300 million in investments made in the Broadway Junction area and surrounding communities that deliver on the vision I first contributed to in 2017 for East New York when I was Brooklyn borough president.”
The building is situated next to the Broadway Junction transit hub, a major transportation node that serves over 100,000 riders daily across the A, C, J, Z, and L subway lines, multiple bus routes, and the East New York LIRR station.
Streamlining City Services for East New York
The consolidation of DSS-HRA programs into this new location is intended to improve both client access and operational efficiency. The site features electronic check-in systems, enhanced self-service technology, and expanded waiting areas, helping streamline how New Yorkers interact with the agency.

Part of a Long-Term Vision for Broadway Junction
This development is the culmination of work Mayor Adams began during his tenure as Brooklyn Borough President, where he served as co-chair of the Broadway Junction Working Group and helped lay the groundwork for the East New York Neighborhood Plan. Those early efforts led to a citywide report, Broadway Junction: A Vision for the Future, which inspired the city’s broader investment in the area.

Public and Private Investment to Spur Economic Growth
The new development is part of over $300 million in public investment in Broadway Junction and surrounding East New York neighborhoods. With additional private-sector developments, including the upcoming Herkimer-Williams mixed-use project that will bring 1,000 affordable housing units and 100,000 square feet of light industrial space, the area is expected to generate over $11.6 billion in economic impact and more than 2,300 jobs over the next three decades.
To support local hiring and economic mobility, NYCEDC recently awarded $1.4 million in grants to five workforce organizations and is spearheading improvements across the East New York Industrial Business Zone, including new leasing opportunities and infrastructure improvements.
2440 Fulton Street stands not only as a hub for city services but as a beacon of reinvestment in East New York, fulfilling a long-held promise to make Broadway Junction a center of opportunity, accessibility, and growth for Brooklyn and beyond.
